Near future.
After the Great Depression known as "WG (World's Greatest Gap)," the Earth became one nation through the "Earth Union."
Aiming for a world of lasting peace, the United Government has set out a policy to control all the people of the earth at the genetic level, and has decided to adopt the ``Red System'' by a research team from Liberty Gate University.
``Hotel the Pergola'' was founded by the late Bruno Ricci and stands on the seaside in Liberty Gate.
Ian Hunter, Bruno's grandson and a former New York City police detective, inherits his grandfather's hotel, but hides his identity and becomes the hotel's exclusive detective, uncovering the whereabouts of his younger brother Bird, who mysteriously disappeared as a suspect in an unsolved serial murder case called the Black Rose, as well as the darkness lurking within the Earth Federation.
